The Illinois Department of Revenue (IDOR) ranked the law firm of Linebarger Goggan Blair and Sampson, LLP (Linebarger Goggan) number one among the four private collection vendors recovering IDOR delinquent income tax accounts for all four quarters of the 2005 fiscal year (July 04 ? June 05). The state has received over $2.6 million in additional revenue since Sept. 2003, when the first delinquent income tax accounts were assigned to the law firm for collection.


“Linebarger Goggan was the first law firm to receive delinquent income tax accounts from IDOR,” said Partner Scott Wylie. “We now collect 20 different types of receivables for10 different state agencies, including the Lottery Commission and the State Tollway Authority. We work very closely with these agencies to make sure our program fits their needs and benefits the general public with much-needed public revenue.”


Earlier this year IDOR selected Linebarger Goggan to collect second placement accounts and authorized litigation to collect on delinquent out-of-state accounts that meet an agreed criteria. “When normal collection efforts fail, we will file suit and pursue litigation vigorously to support our collection efforts on these accounts,” Wylie said.


Linebarger Goggan opened its Chicago office in 2002, after the City of Chicago awarded a contract to collect parking citations, police citations, taxes, false alarms, water delinquencies, and quality of life fines. The firm, in partnership with the City, won the U.S. Conference of Mayors 2004 Outstanding Achievement Award for its innovative collection program, which helped streamline City operations and increased revenue.
