Two years after its launch, consumer groups and federal agencies in charge of monitoring the National Do Not Call Registry say it has been an effective tool for reducing bothersome solicitations by telemarketers.


Since the list took effect Oct. 1, 2003, more than 106 million phone numbers have been registered, said David Robbins, the program’s manager at the Federal Trade Commission.


Nonetheless, the FTC said it has received about a million complaints from consumers in the last two years who say they are still getting calls they shouldn’t. Those complaints have resulted in 14 lawsuits brought by the FTC and the Federal Communications Commission and six fines imposed by the agencies.
