Prepaid cards and money laundering is a topic that “everyone is nervous about, but few want to discuss.” The ease of acquisition, pervasiveness and anonymity of open-loop, reloadable prepaid cards provide a big challenge in money-laundering and terrorist-financing fields. Cherie D. Hamblin, vice president and compliance officer of TSYS Prepaid, joins three other panelists to talk about the controls and banking relationships that prevent money laundering.


Ms. Hamblin will discuss money-laundering prevention measures that financial institutions can employ in transactions at the 11th Annual International Money Laundering Conference and Exhibition. The conference will be held March 15-17, 2006, at the Westin Diplomat Resort & Spa in Hollywood, Fla. It is the first time stored value will be discussed at the premier money-laundering event. Ms. Hamblin’s session is kicking off the conference.


Ms. Hamblin’s experience includes her qualification as a Certified Anti-Money Laundering Specialist (CAMS). She develops, administers and supervises the company’s compliance with statutory and regulatory anti-money laundering and terrorist-financing requirements in the United States and abroad. Ms. Hamblin participates in anti-money laundering and risk forums and is a frequent contributor to discussions within the prepaid industry. Ms. Hamblin received her bachelor’s degree from New York University.
