Illinois Attorney General Lisa Madigan proposed legislation Monday requiring nonprofit hospitals to provide more charity care and end overly aggressive bill collection tactics.


Madigan outlined two proposals aimed at improving access to health care arguing that many nonprofit hospitals duck their obligation to provide free medical care.

Madigan is also requiring hospitals to make clear their bill collection procedure and allow consumers to dispute billing. The measure also restricts hospitals from selling uncollected bills to a collection agency.
