The Oregon Department of Consumer and Business Services revoked the collection agency registration of All Debt Recovery, LLC, (“All Debt”) for violations of Oregon laws governing collection agencies. In addition to revoking the firm’s collection agency registration, the state issued two cease-and-desist orders assessing civil penalties against All Debt and the former owners of All Debt, Roger E. Eisal and Vickie J. Peterson. Among other sanctions, the orders permanently bar Peterson and Eisal from owning or managing a collection agency in Oregon.

All Debt operated a collection agency in Gresham from 2005 to 2007. The department, through its Division of Finance and Corporate Securities (DFCS), began investigating All Debt after receiving complaints filed on behalf of several Oregon businesses alleging that All Debt collected funds from debtors, then failed to forward the proceeds to All Debt’s customers, and failed to report the status of accounts placed for collection.

“Collection agencies in Oregon must account for all the funds collected from debtors, and they must promptly report and pay their customers the funds they are due from collections made,” said David Tatman, administrator of the Division of Finance and Corporate Securities. “Violators who fail to comply with those requirements will be sanctioned.”
